Councilor Colleen Scott has lived in La Pine for the past 8 years and is retired from Jurupa USD in Riverside California as the Assistant to the Superintendant & United Way of the Inland Valleys, as a Co-Officer. 

She graduated from Riverside Community College with a degree in Liberal Arts. 

She has 7 children and 11 grandchildren and enjoys hiking, kayaking, and pickleball.

Councilor Mike Shields was born and raised in La Pine and has lived in the area ever since. He is the owner of La Pine Equipment which provides contracting, and road building/maintenance services throughout the south county and greater La Pine communities.

Jake Obrist started working as the new Public Works Manager on May 16, 2016.  He brings over 10 years of experience in the field of Public Works, four years with a local excavation company, four years prior with the City of La Pine/Water and Sewer Districts and three years with the City of Bend.  He is very excited and honored to be working in this community again, and looks forward to integrating new and fresh ideas that we help our municipality thrive in the future.  Being active in this community again is exciting for him because this is where his family calls home.

Coordinating La Pine’s Daily Operations

La Pine’s Administration oversees the day-to-day operations of all city departments and staff. Led by City Manager Geoff Wullschlager, Administration aims to ensure all city departments are running smoothly and working together to achieve efficient and effective results for La Pine residents, businesses, and visitors.

The City Manager serves at the pleasure of the City Council, and applies the policy decisions made by that body to the administrative functions of the city.

State law requires every local Oregon government to have a budget committee. The role of this committee is to review the annual city budget and approve it or recommend changes before sending it to the city council for formal adoption. La Pine was founded in the 19th century with Huntington Road as the main street. The fledgling community quickly grew and prospered until the combination of a failed community water system and rapid growth of Bend caused a slowdown to occur.[citation needed] Today, La Pine is beginning to grow once again, but this time as a commuter town to Bend, making Deschutes County one of the fastest growing counties in America.

La Pine’s Community Development Department oversees community improvement and economic development with a goal of improving the quality of life for residents and businesses. This department handles planning, zoning, signs, nuisance abatement, code enforcement, business licenses, and other services involving opening a business, planning for new construction, or remodeling.

The City of La Pine understands that communities and states can no longer expect quality of life and incentives alone to win projects. The La Pine Planning Commission is the primary "Citizens Involvement" committee for land use as provided for under Goal 1. of the Statewide Land Use Planning Program.     An Ordinance of the City of La Pine Declaring a Moratorium on Medical Marijuana Faciltiies; and Declaring an Emergency. A Hearing on this matter is scheduled for April 23, 2014 at 6 pm at City Hall.

    La Pine Urban Renewal

    The Urban Renewal Agency is a separate municipal corporation responsible for governing the City of La Pine's urban renewal areas. The Urban Renewal Agency provides direction and approval for projects and programs to invest in, and improve specific geographic areas of the City. The Urban Renewal Agency is governed by its Bylaws that are adopted by the Agency and provide guidelines and procedures for its meetings. The bylaws provide order of agenda items at meetings, public comment, voting at meetings, and procedures for public hearings.

    Notice is hereby given that the City of La Pine is requesting sealed bids from qualified contractors for construction of the Sidewalk and Multi-Use Path Improvement Project.  Bids must be received by 2:00 PM, May 6th at La Pine City Hall, 16345 Sixth Street, La Pine Oregon 97739.

    A Historical Overview

    The La Pine cemetery was originally called the Red Men Cemetery in the early 1900's.  After the 1930's it went unused for a number of years.  In 1980 it was donated to the community and became the La Pine Community Cemetery.  In 2007 the newly formed City of La Pine took over ownership of the cemetery.

    We'll meet at "La Pine Community Center" at 8:30 a.m., form up crews, get assignments, plenty of instructions and directions. Please dig out your "gloves", rakes, hoes, clippers, Push-brooms, shovels, weed-eaters, Wheelbarrows, etc.  We will provide the Big Yellow trash bags for your Yard debris!  We will also be attacking noxious weed eradication on the same day.  At 12:30 pm we will meet back at the Community Center for a great BBQ!!

    Vehicles and equipment can be viewed by appointment (541-536-1432) at the City's waste water treatment facility located at 16700 Reed Road.

    Mayor Richer has lived in Central Oregon since 1970 and has resided in La Pine since 2005. He attended Bend Senior High school and USMC Communication School in 29 Palms California. He has served in local government since 1999. He is married with two adult children.

    Project Ready Industrial-Property

    La Pine boasts a large (330 acre) publicly owned Industrial and Business Park. Land parcels in the Park range in size from 1/4 acre to 40 acres and are shovel-ready for building complete with in-place curbside water, sewer, and power. The park is home to a Midstate Electric Cooperative Substation with some of the lowest industrial power rates in Oregon. Currently, there are no transportation or Park & Recreation system development charges.

    Approved in April 2008, the Deschutes County Rural Enterprise Zone (E-Zone) encompasses the City of La Pine and Bend Airport. The Rural E-zone offers traded-sector employ­ers (companies that sell goods or services out­side the local area and expand its economic base) and other eligible companies three (3) to fifteen (15) year property tax exemptions on certain new capital investments that create jobs in the designated areas. The zone is sponsored by Deschutes County and the City of La Pine and is managed by Economic Devel­opment for Central Oregon (EDCO).

    The City of La Pine contracts snow plowing services for streets throughout much of the City. Snow plowing services provided by the City contractor are triggered when approximately four inches of snow has accumulated, with the primary goal of maintaining traffic flow.

    The City of La Pine is eligible to apply for a 2016 Community Development Block Grant from the Oregon Business Development Department.  Community Development Block Grant funds come from the U.S. Department of Housing and Urban Development.  The grants can be used for public facilities and housing improvements, primarily for persons with low and moderate incomes.

    Comprehensive Plan Amendment to change the designation of 7.06 acres of land from Public Facilities and Park to Commercial Mixed Use and Zone Change to change the zone from Public Facilities and Park to Commercial Mixed Use on the Zoning Map.

    The City of La Pine, incorporated in 2006 as a political subdivision of the state of Oregon, currently has a Council-Mayor form of government consisting of a Mayor, elected to a two-year term, and four Council members, elected to four-year terms. At each biennial general election, the Mayor and two Councilors are elected. All positions are non-partisan and each Council member represents all residents within the defined city limits of La Pine.

    Starting Utility Services

    If you need to initiate utility services in your name, you can come down to City Hall and fill out a Water and Sewer Services Application during regular office hours. For your convenience, the application is located in the link section for easy download. A $150 deposit and one-time $35.00 fee is required for customers before services will be furnished.

    APPLICATIONS BEING ACCEPTED FOR PLANNING COMMISSION MEMBER

    The City of La Pine is seeking an applicant for Planning Commissioner to fill a term ending on Dec. 31, 2018.  The applicant must live in the City limits.

    Member will be required to attend at least one evening meeting per month.  The purpose of this Commission is to address land use issues as they come before the City, making recommendations for plans regulating the City’s future growth, development and design.  This is a voluntary position.

    The Planning Commission will be having two public hearings at this meeting. One regarding text amendments to the zoning ordinance. The other will be in regard to an exceptions request application that the City received.

    Cathi has lived in La Pine with her husband Steve for the past 6 years after retiring from the field of Education. Cathi has three daughters who are married and three grandchildren. 

    Cathi has a background in Educational Transportation Safety Training,   À workplace Safety Trainer, and a National Purchasing /Training Procurement Card Trainer. 

    Councilor Courtney Ignazzitto

    Councilor Ignazzitto has lived in La Pine since 2015 with her husband Scott and two dogs. She is currently employed at La Pine Community Health Center as Executive Assistant and Public Relations Specialist.

    She attended Weatherford College in Weatherford, TX majoring in General Studies and Communication. 

    She serves on the worship team and youth leadership team at High Lakes Christian Church. She also enjoys exploring the great outdoors with her husband, including fishing, hiking and camping.

    City Staff has been busy preparing the 2017-2018 Budget for the La Pine City Council and Budget Committee to review beginning May 2nd.  The Budget Committee will on meet at City Hall on May 2nd and May 3rd at 5:30 pm.  Organizations requesting sponsorship will be heard at the May 2nd meeting, while other budget material will be reviewed on May 3rd.  Additionally, on May 3rd the Budget Committee will hold a Public Hearing regarding the use of State Shared Revenues.

    Public Works Committee – This position helps advise the City Council and Staff on matters regarding public works. Including but not limited to water, sewer, streets and the cemetery.  The applicant must be a City resident. The committee generally meets every other month, on the second Tuesday at 10:00 am.

    The City would like to remind the residents of La Pine that knapweed is a noxious vegetation and therefore a nuisance. Ordinance 2014-03 states that "Noxious Vegetation" means (a) weeds more than ten (10) inches in height, (b) grass more than ten (10) inches in height, (c) dead or rank vegetation . . . e) hazardous thickets, or (f) other rank, noxious, and/or dangerous vegetation that is a health hazard, fire hazard, or traffic hazard because it impairs the view of a public right-of-way or otherwise makes use of the public right-of-way hazardous.

    Residents of La Pine, Sunriver, Fort Rock, Christmas Valley, Gilchrist and Crescent are invited to the groundbreaking ceremony of the St. Charles Family Care facility happening on August 8, 2017 from 5:30-7:00 p.m.Those interested in attending are asked to RSVP to Allyn by August 1, 2017 at 541-706-2900 (#3105).

    Rosland Elementary is hosting an Early Childhood Learning Fair on March 14th from 2:30 pm - 6pm.  They have invited community partners to share information to families with young children ages birth to 3rd grade. Smokey Bear will make an appearance at 4:30 pm and their kindergarten classes will have a performance at 5:30 pm. Healthy Beginnings will be there from 2:30 pm - 6pm doing 12 point inspections.  There will be a light snack, lots of giveaways and projects to do with young ones! 

    As many of you know, the Sustainable City Year Program just kicked off here in La Pine. The La Pine Engaged Journalism Project seeks to establish a conversation with the citizens of La Pine, OR, where people contribute comments or thoughts on issues of importance in their neighborhood, and how they receive news and information about local communities. The project is managed by the Agora Journalism Center, the gathering place for innovation in communication and civic engagement, at University of Oregon's School of Journalism & Communication.

    The City of La Pine is currently accepting applications from individuals who are interested in serving on the Public Works Committee. There are two vacancies, one which term expires 12/31/18 and one which term expires 12/31/19. These are volunteer positions.

    Snow Policy

    With more snow in the forecast, now is a good time to review Ordinance 2016-11, which states "whenever accumulation of snow reaches four (4) inches or more, parking will be prohibited on snow routes ..." Cars, trailers, etc. cannot be parked on the street in the right-of-way to ensure safe and effective snow plowing services.

    University of Oregon students and faculty will be back at the La Pine Senior Center tomorrow, March 16th giving their presentations with regard to Workforce Asset Analysis and Potential, Industry Ecosystem Targeting, and Urban Renewal Program Best Practices. This is part of the Sustainable City Year Program. These presentations are open to the public. If you are available to attend, the schedule is below:

    Housing Works is getting ready to break ground in La Pine. Please join them Tuesday, March 20, 2018, for a groundbreaking at the La Pine property. The event will start at 10 am.  

    Location: East of La Pine High School and directly east of Little Deschutes Lodge. 

    There will be multiple emergency vehicles at Rosland Elementary on Friday, March 23rd due to an attendance rally. Deputies will be having donuts with the class with the best attendance!

    One of the classes with the Sustainable City Year Program is working on pedestrian and bicycle connectivity here in La Pine. They will be here April 4th in order to do a bike tour and need around 30 adult bikes. These don’t need to be in perfect shape, just ridable for a couple of hours that afternoon. The students will sign a waiver releasing liability through the University of Oregon. If you have a bicycle that you are willing to loan a student on that day, please contact City Hall at 541-536-1432. It would also be very helpful if you could spread the word – thank you!

    Starting Monday, April 2nd, Deschutes County Community Development will offer expanded hours for La Pine residents to meet with permit technicians at City Hall.

    “We’re seeing an increase in development activity and increased demand for our permitting services,” said Community Development Director Nick Lelack. “By expanding our hours in our satellite offices, we hope to make it as easy as possible for city and county residents to get the information they need.”

    Staff will be available at La Pine City Hall on Mondays and Thursdays from 9 a.m. to 4 p.m.

    La Pine Fire District meetings are held on the second Thursday of every month. This is a reoccurring event based on that information. Call (541) 536-2935 to confirm changes to meeting dates/times.

    A public meeting of the Budget Committee of the La Pine Urban Renewal District, Deschutes County, State of Oregon to discuss the budget for fiscal year July 1, 2018 to June 30, 2019, will be held at La Pine City Hall, 16345 Sixth Street, La Pine, Oregon. The meeting will take place on May 1st at 3:00 pm.

    The City of La Pine, in partnership with Oregon’s Kitchen Table (OKT) and Central Oregon Intergovernmental Council (COIC), conducted a public outreach and engagement process to hear from people who work in, live in or visit La Pine and its surrounding areas about their hopes for downtown La Pine. There was a particular focus on a transit site that will be located downtown in the near future. This report provides an overview of the engagement process as well as high level findings.     The flag of the United States of America shall be flown at half staff from sunrise until sunset on the day of Bob Shotwell's memorial service, Saturday, June 9, 2018. 

    The City of La Pine is currently accepting applications from individuals that are interested in serving on the Urban Renewal Agency (URA) Board.  The individual that is selected will serve through June 30, 2020.  This is a volunteer position.

    The URA Board meets the first Tuesday of each month at 3 p.m. at City Hall.  Board members are expected to attend meetings. The Board is responsible for governing the La Pine Urban Renewal District. It provides direction and approval for projects and programs to invest in, and improve geographic areas of the City.

    The La Pine Public Works Department performs the repairs and maintenance of the City’s infrastructure, including Water Distribution, Wastewater Collection and Treatment, Streets, and Cemetery.

    The Central Oregon Fire Chiefs Association (COFCA) announces that burn season will open at sunrise on November 1st, 2018 for many of the local fire districts regionally in Central Oregon. With the recent fall weather and precipitation received in areas, the Fire Chiefs local fire departments, the US Forest Service, the BLM, and Oregon Department of Forestry have agreed that many areas are now safe to enter into burn season.

    La Pine Residents: ALERT

    We received notice from Chief Supkis, of the La Pine Rural Fire Protection District, of an active chip fire at an industrial site at the end of Russell Road (and just west of Darleen Way). This situation is similar to the Quick Silver Pile that burned this past fall. The fire department is aware and monitoring the situation.

    Bend Broadband is in the process of upgrading their fiber optic lines in La Pine. Next week they will start doing so in your area. The trucks you see may not say Bend Broadband, as they have contractors working on the project. Their goal is to have a minimal impact, but you can expect some minor disruptions to traffic and potential noise if they do street cuts.

    NARRATIVE:

    On 02/19/2019 at approximately 2050hrs, deputies with the Deschutes County Sheriff’s Office were notified of a video post on social media that referenced a possible shooting at a school.  The post originated from a student at LaPine Middle School and quickly spread throughout the community.

    NOTICE for February 25, 2019:

    Due to inclement weather, La Pine City Hall will be closed for normal business today, February 25, 2019.  Please be patient as our crews work to clear streets within City limits.

    On call personnel for water and sewer emergencies will be available and can be reached at 541 948 9358. 

    The City values the safety of its residents and employees.  If  you need to go out, please use extreme caution and be safe.

    We appreciate everyone's patience as our contractors work to clear streets in the City.  Crews are working hard to be sure streets are cleared before the next forecasted snowfall tonight.  Please be courteous as they continue their work.  Thank you.

    It indeed has been an interesting year with numerous and prevalent COVID restrictions which have pushed our timelines further out than anticipated.  Nonetheless, we are nearing the Final Design review and approval and our goal is to bid the project for construction as soon as February 2021.

    In observance of the Martin Luther King Jr holiday, City Hall will be closed on Monday, January 18th, 2021.

    This City Council Meeting is open to the public in person, with proper social distancing and mask wearing required, and online via Zoom. Details are below. 

    In anticipation of below normal temperatures combined with wind chill, the Public Works Department recommends that customers leave an interior water faucet on a continual drip for the next 48-72 hours. This keeps the water flowing slightly, helping to prevent frozen pipes. In addition, please insulate any exterior piping that is exposed to the elements.

    The La Pine City Council currently has two available seats on City Council and is currently accepting applications from individuals who are interested in serving.  This individual will serve through December 31, 2022.  This is a volunteer position.

     

    The City is currently seeking applications for the Spec. Building Project. This project will convey one (1) .58 acre parcel to a business looking to relocate or open in the City's Industrial Park. Please see the RFP link on the Economic Development page for further details.

    The City of La Pine is seeking bids for the building of its transit center which is a joint project with ODOT. Please see bid documents for more detail

    Starting in April 2021, the City of La Pine Public Works Department will begin preventative maintenance tasks on vital assets. These assets include: Septic Tanks, Fire Hydrants and Water Meters. Please provide a clear, unobstructed pathway in these easement areas. 

    City Staff has the right to remove or relocate items in these easement areas for maintenance purposes.

    Deschutes County is in receipt of $1.3 million in Business Relief Funds given the recent "extreme" category shutdown that the county and business sector experienced. The window to apply for a portion of these relief funds is very short, May 21st - May 27th. Please see the link attached for more information. 

     

    Cascades East Transit is proud to announce the return of the free shuttle between La Pine and Sunriver, beginning 05/29/21 and continuing through Labor Day. The route will operate seven days a week and provides a convenient solution for La Pine residents and employees of Sunriver resort. Beginning this summer, route 31 will now be making stops at the La Pine Senior Center in addition to traditional stops at 4th and Huntington, and the Wickiup Junction Park & Ride.

    Grant Fund Launches to Help Oregon Small Businesses Cover Costs

    This Wednesday, May 26, Business Oregon will open the final portion of a program to provide grants for small businesses to help with commercial rent and operational costs in the face of the COVID-19 pandemic.

    To help Oregon communities secure the funding necessary to support faster and more accessible internet choices, the Deschutes County Broadband Action Team is asking residents to use the Faster Internet Oregon Speed Test site. This site will assess what the internet speed is from your home and compile the data to provide a more accurate picture of service availability and potential shortfalls. This mapping is essential in the overall effort to bring more robust internet services to those in the larger La Pine area community.

The Planning Commission will reconvene in January, on the third Wednesday of the month at its regularly scheduled time. 

    The Regular City Council Meeting scheduled for 12.27.23. is canceled due to the holiday week/Christmas and outages. This has been established with the Council and they will reconvene at their regularly scheduled meeting dates in January of 2024. 

    City Hall will be closed Monday December 25th and Tuesday December 26th for Christmas.

    The City has recently posted removal notices (January 8, 2024) on vehicles within public right of way that constitute a hazard to vehicular traffic, the safe operation of school buses, and the safe movement of emergency vehicles,  and which inhibit snow and ice removal operations expected to take place on January 9, 2024. These vehicles are in right of way intended to serve as snow storage for these operations.

    The Budget Committee will conduct a number of meetings in the months of May and June.  Budget Committee members are expected to attend all meetings.

    What is an advisory committee?

    The City has two advisory committees: 1) the Budget Committee (for this committee you must live inside city limits and be a registered voter), and 2) the Planning Commission. Each advisory is set up a little differently and has a different role.     Requests for City Proclamations should be submitted four weeks prior to the requested Council Meeting date.  The City of La Pine Council meets the 2nd and 4th Wednesday of each month unless otherwise noted.  For specific meeting dates, please visit the City Calendar on the City of La Pine website.

    Transient Room Tax is required at the City, County and State levels of government. 

    City of La Pine Reports are due and payable on the fifteenth (15th) day of the month for the preceding month.When the monthly amount of tax due is $50 or less, the operator has the option of submitting reports quarterly.
